Domestic resource mobilization and tax reform are core development priorities for governments around the world. GN-PBO members have shown a lot of interest on topics such as identifying a tax administration’s relative strengths and weaknesses and how to facilitate a shared understanding on the performance of the tax administration among its clients.
There are a few internationally accepted tools to prepare an objective and standardized assessment of the most critical outcomes of the country’s overall tax administration. But members often find it difficult to access data on tax administration. Keeping that in mind, this webinar will focus on tools and methods to evaluate the performance of tax administrations in a limited information context. It will discuss issues such as the data sources, methods to analyze the data and what type of expertise/resources needs to be there to undertake an assessment of the tax administration.
Jason Jacques is the Director of Fiscal Analysis at the Canadian Office of Parliamentary Budget Officer. Prior to joining the PBO, he worked with various departments of the Government of Canada, including the Privy Council Office, Finance Canada, Treasury Board Secretariat and Bank of Canada.
Jason holds an MA in economics from Queen's University, is a Chartered Professional Accountant (CMA), and a Chartered Financial Analyst Charter holder.
